Judges must also take individual responsibility to ensure that case backlog is cleared. The Constitution empowers Judges and Judicial Officers to exercise Judicial authority emanating from the people. To serve the people and exercise that power as a central pillar to access to justice, Judges must own this duty and take personal initiative and responsibility to ensure that justice is not delayed. In this respect, I issued a directive on individual monthly returns and expect this directive to be timeously adhered to.
